It seems you are correct! I am guessing the lower cutoff point for Lillipans is 7*s, and you cannot use them on anything lower than that (I don't have a 6* to check it on).
Really though, if you need to level the ability of a 5*, then just acquire duplicates from the FUN scratch, or by doing appropriate missions in an area which the specific chip element would be a weakness.

Using this knowledge, let us go through what lillipans are actually worth using on.
1 ~ 6 cannot have their ability levels buffed by lillipans
7* Is comprised of PAs, and Techs, with the occasional healing item. Chips in this rarity tier will hold you off for a while until you eventually scratch something better; in the event you're getting Lillipans in such high numbers it's becoming a storage problem, then you have probably passed this point, and have no use for them.
8* Full of low-tier enemy chips like Kartargot, and Gilnas. Nothing here is worth using a lillipan chip on, with maybe the exception of El Ahda.
9* Silver Lillipan is the only chip in this rarity, and is also - what I assume to be - the upper cutoff point for Silver Lillipan usability.
10* Is full of PAs, Techs, mid-tier monsters, and the occasional character chip. Leveling in PSO2es is a total snoozefest, so chances are you won't use too many offensive chips to actually use Gold Lillipans on, while the enemy chips are all garbo, and the character chips are rare as heck (With the exception of the Seraphy [Memorial] chip which comes maxed)
tl;dr: Silver are vendor fodder by the time they start appearing in bulk. Gold are worth holding onto only because - as you said - max ability 10* chips are far more economical than ability 1 EX chips.

Yeah, it's a good PA with long range, but I'd imagine it to be quite difficult obtaining duplicates for it. Shit, I don't think I've even had a level 6 appear in recent scratches for me, and I sure as hell haven't seen it drop in the fields/crys draal bonus scratch.
Personally, when I start out a character in pso2es I just change my playstyle to accommodate to whatever the best chip PA/Tech I got was, since going from a 7* to a 10* is a huuuge damage boost

You might find them boring, but you should REALLY do the regular missions to get your chip capacity higher, and replace that dark booster.
Hans is an okay filler chip that can be used in a wide variety of fields, but if he's ability level 1, then he's going to be eating up 40 CP per cast which could be used to spam your offensive skill. Eventually, you'll probably want to ditch him for a nice passive damage booster instead of an active one.

Try to cap this out, so you begin battles with maxed chip points
Make sure to show Seraphy your chip collection often (Pink button in the lower left corner of the lobby). Seraphy will reward you with goodies when your collection reaches intervals of 10; if you haven't done this before, then you probably have a HUGE STASH of shit waiting for you
If you're doing the Crys Draal EM - which I assume you are judging from your setup - then don't forget to accept rewards from the achievements you've completed! They can be viewed in the middle tab after clicking the big green EM button in the lobby
Don't forget to do the daily missions for easy release materials granted upon the initial completion bonus. Eventually, you'll be able to get a shitton of release stuff from the Emergency Quest bonus scratch once you're able to complete tier 3 EM bosses in a single run, and you're rolling in points.

If you've been doing the Crys Draal EM, then you've probably got a few of the chips laying around, right? You can spend 5-10 to buy exclusive weapons (All class, NOT added to your weapon library), or you can spend 20 <rare boss> chips to buy sub-units that can increase the element cap by 20% each, but you may only buy each individual unit once per character. These units can also be sold/bought on the playershops for like, ~2 mill for the currently available elements.
Uh, shit, what else? Weapons scale downwards depending on your level, so if that Celesta Laser is +10'd, then you're set for a weapon for the rest of the game. Interestingly, a +10 skull weapon will only be at ~83% damage efficiency even at the current cap of 65.
Don't be afraid of spending points gathered from the EM on the bonus scratch, since the rewards only get better, and they don't hold over to the next batch of EMs once the Crys Draal period ends.
SH triggers acquired from the bonus scratch will not hold over to the next batch of EMs once the Crys Draal period ends
SH bosses are meatwalls, so you're probably going to require a lot of friends to pitch in. You can acquire exclusive 12* weapons from finishing the SH quest, and usually a weaponoid chip of some type tooI haven't seen a single one

I dont think i've showed seraphy anything yet, although i dont think i'll have many chips, i only basically do FUN scratches and the daily quests like the rappy one and others. the quartz EQ doesnt really give much for me either except 5000 lilipan chips and a few Crys Draals.
I still dont see where to get the release materials, are they clear bonuses for quests? I've done all of the other missions except for the single lilipa one thats lv60+ that just destroys me.
Also, is there any good way to get medals? i assume that is where i will find all the good chips

Using the identical chip as fodder in grinding will increase the ability level by 1. Ability level decreases the CP cost for active chips, and increases the activation rate of passive chips. Using chips of the same element in grinding also grants additional exp.

Yes, by grinding chips you can increase the CP value on them, which determines how much you start with. CP, and initial CP both cap at 100.

Yes, so only once per character. You can also very rarely get them as drops during the quest from both shitmobs, and boss, but running it repeatedly is intensive on not only your drive, but also your soul.

You can get medals from:
Emergency Mission achievements.
Seraphy will give you them occasionally once your chip collection has filled out.
Daily login.
Completing entire areas during story mode.
Completing all difficulties of limited/daily missions
Event campaigns
Having premium will also give you a medal once per day, I believe?
