As far as I know he never had a use for the guns to shoot small tackle and since he is brick tanked and using covert module his dps is shit tier, hes also not even gonna be able to fit all the hardpoints because cloak and cyno.

fit 3 guns. you're in a turret ship, fit as many turrets as you can.
maybe consider using railguns instead of blasters if you want more range. use antimatter if you use blasters, use range-appropriate ammo if you're using railguns.
try to be at the range where you can hit your target. you might miss if you're going too fast around your target - if you use railguns and you get right up close you might miss.
maybe fit a cap recharger in your last midslot. I'd change your lows I think. keep the small armor repairer, then fit 2 adaptive nano platings. there's a bunch of stuff you want - speed, armor resists, damage, capacitor. there are modules for all of these, so if it you don't need as much tank, you can swap an adaptive nano plating for a capacitor power relay, a magnetic field stab or the overdrive you've already got.

anti-matter is the highest non T2 damage ammo for hybrids, but they have a range negative bonus so since blasters are already short range in your face high tracking the anti-matter fits perfectly.
Once you can use T2 ammo Void becomes the even closer in your face highest damage ammo.

ok this is a poor game design thing, but here goes.
all T1 ammo, so for hybrids that's antimatter, plutonium, uranium, etc. has no bonuses or penalties to accuracy falloff, only optimal range. blasters, a high component of their effective range is accuracy falloff. so it's not really ever worth it to trade damage for optimal range, because you don't get much.
some T2 ammos have falloff bonuses, so because CCP is bad, you can get more range on your blasters by using null ammo, but you need T2 blasters to use it.
railguns on the other hand are mostly optimal, so if you want to hit further away, you can load up a longer range ammo, and you'll get a nice big range extension for your damage reduction.
also remember bigger tier guns have more range, so electrons have crappier range than ions, which have crappier range than neutrons.

So, blasters are made for close-range combat and allow you to fly at high speed (they have good tracking), whereas railguns have comparatively huge range (but terrible tracking) making them better for sitting at a distance while shooting.

you're correct.
you'll find that the other turret types are between blasters and railguns. blasters are the extreme short range, railguns are the extreme long range. each turret's tracking stat is sort of tied to its range, so longer turrets get less tracking.
amarr use lasers, there are pulse lasers and beam lasers. pulse lasers are the longest range short range weapon with the worst tracking. beam lasers are the shortest range long range weapon with the best tracking. they're sort of similar. they're about as optimal focused as railguns, they don't care about falloff.
minmatar use projectiles, they're a bit weird, they have a lot of falloff and fairly weak dps. minmatar are sort of all about versatility. their turrets use no capacitor, and they can use different damage types, whereas hybrids are always kinetic and thermal, and lasers are always EM and thermal. projectile dps is just a bit weak to compensate though.

yes and no, tackling stuff close range that is bigger or better than yours might get you killed if he has webs/scrams, the best way to tackle this stuff is to stay outside his web/scram range and just use a long point (warp disruptor) and wait for other people to help you kill it, even if you won't be doing any damage

For hybrids thats it, there is T2 ammo that will allow you to snipe (Spike on rails)
For projectiles Autocannons are the short range, they have really long falloff ranges and tiny optimals, Artillery is the long range, it has also short optimal but a ton of falloff and they are the highest alpha weapon type in the game.
For lasers Pulses are the short range, they behave like hybrids with good optimals and and short falloff, Beams are the long range same story, lasers use a ton of cap per cycle, their upside is their superior optimal range and instant ammo switch(no reload) ever..
For missiles you have rockets as short range and light missiles as long range, then rapid variants are exactly like lights but they cycle crazy fast with a very long reload cycle as their downside.
Then there is Heavy missiles as the long range and heavy assault as short range, there is also a rapid heavy variant.
Missiles have no falloff, they are pure optimal, instead their important stats are explosion velocity and explosion radius, as a general rule, they will apply full dmg to anything inside their optimal and relative ship size, best way to mitigate missile damage is to go faster but you are never fast enough.
