They are random world drops that can be farmed and camped. It's been confirmed by Blizzard. Also they have a 0.1% drop rate and you can target which ones you want specifically, so they're going to be mandatory if you plan to do any kind of high end raiding.
Like have you seen the effects on them? They're ridiculously overpowered.
Basically Blizzard's solution for not having anything to do outside of raids is they want you to grind.

You see, I've been trying to get the white kitten pet on my horde character, but there was none on the AH, which meant my only choice was obtaining my own.
So I made an alliance alt, a player was kind enough to spare 60 silver, and I managed to track down the rare vendor and buy one.
Now, I can't mail it to my horde guy, nor can I put it on the AH and buy it off myself.
