I normally find a prop and then set it's rotation to 0 along one of the XYZ axis, then go off of that. 99.9% of the time you're close enough to the correct angle that any deviation is an easy fix. However this one is build diagonal to the X and Y planes so lining shit up is a constant wiggle between modifying the X and Y positions.

Tried piling up mines at his feet too but that does basically nothing because you can't pile them up right under him as they detonate as you lay them, so they're too far away to reliably go off as soon as the encounter starts

Also, when you dive down, you find an altar, which is pretty Ctuhlu, but also an uncovered part of gigantic statue that clearly can't be human-made. The statue is a reference for "The Shunned House".
Basically, Dunwich company made a dig there, seemingly for the stone, but the real goal was to uncover the statue/altar and perform rituals. When foremen of stations 1-4 found out, they called them down there and did something that later caused them to turn into ghouls.

"at a Minutes notice" uses the same pipboy icon as the qest in concord where you rescue Preston and the others, and "looking to the future" uses basically the exact same icon as the BoS quest to take the agitator thing from Mass Fusion, indicating it was likely the same quest, or that The Institute/BoS at one point had wholly separate versions of the quest at one point, and they just merged them down.
"Off the Grid" shows the Pipboy standing under Diamond city's spotlights, so it likely had something to do with the generators there.
