Cause Mages bread and butter is spells, AA damage is based on AD, something mages dont build (except hybrids like Ekko, Kayle).
so while AD based champs not only build up AD for their spells, they have the build it for their AA, + attacks speed, and or critic (and close combat AA champs even build MR per lvl)
If an AD champ burst of their spells, they can keep doing damage by AA
Mages on the other hand, if they burst their kit, they are naked, you are just a giant pile of gold with low mobility for the next 4-10 seconds (depending on the mage and shit)
so by increasing the CRD% and reducing a little of the AP, the idea is to balance than a mage can burst its kit, run for a while and then try again.
the current mana lvls also help to balance on the sense that even on low cooldown, they can just go blindly spamming their spells cause they simply run out of mana

But all your damage is reduced by that armor anyway. If it takes 10s to kill a squishy, 15% extra damage makes it only take 8.7s. If it takes 100s to kill the really high armor target it takes 87s with 15% extra. It's just as good against both. Unless you've got really high regen or something I guess.

15% extra is the same before or after armor, doesn't matter where you apply it. If you apply it before armor the extra damage is more flat, but is reduced by the armor to end up the same as the smaller flat amount if you apply the 15% to the final value after armor.
