Well, they received a signal from President Eden, so they assumed the chain of command wasn't completely destroyed and moved over to raven rock, and the soldiers and scientists in Chicago were unaffected by the destruction of the main base, other than the loss of President Dick Richardson, which was quickly resolved by Eden making contact with them.
Essentially, the entire Enclave is probably now the size of the east coast Brotherhood, but retain a technical superiority, unless we assume the BoS ending is canon for 4.
We can expect them to show up some more, but they're too small to be a main threat, maybe a shared threat as a multiple faction story though.

The Enclave was in that oil rig specifically because it was the last and most important location for them.
If there was a base in DC, why wouldn't them be evacuated to Raven Rock instead of the Oil Rig all the way to the West?
The Remnants in New Vegas made sense, not all Enclave personnel were in the Oil Rig, some troops/scouts some where outside and those who were outside after the destruction tried to integrate into the NCR or other places in the West.
But nope, sudden out of nowhere a perfect base right in DC where the Enclave personnel could have been evacuated to instead of going all the way to the west. And enough people to populate the base with full military power.

All problems aside, I think the biggest blunder in the game is not including a vault as a settlement.
Not quite as big as the standard vaults, just one big enough to hold about 15-20 people. They really dropped the ball by not including one that could be cleared out and decorated.

Hey guys, I was hoping someone could help me out a little.
My laptop was running FO4 on high with good fps for weeks now, and for some reason it started to crash on start up today. I wondered if it had something to do with the new patch or something, but I tried some basic fixes like going into windowed mode or enabling beta on steam. Right before the latest crash, it also said something like "intel has failed", but I was certain that my laptop was using Nvidia during the game. It even said so in the Nvidia control panel.

Because you spend even less time with the family member you're meant to pursue than you did in Fallout 3, and the quest is a lot more disjointed.
In Fallout 3, you leave the vault and go to megaton and there's a guy there who'll tell you what to do next.

A double Barrel Shotgun in FO4 pales to a combat shotgun, if rifleman spec. there is no reason to use a double barrel shotgun after getting a combat shotgun. Unless you get a Double Barrel Shotgun with unlimited ammo capacity in which case fuck everything. Oh shit lets count each legendary type as a weapon as well.

The argument you're making is that any weapon that deals with the progression of your character, I.E. aweak weapon to start the game with until you can find something better, can be discounted, as you said, "why bother with X when you can use Y?"
Because when you start the game, if you want to do unarmed combat you've just got boxing tape to start with, you can't get a power fist in Goodsprings.
It's the same way of how, once you get to the combat shotgun the double barreled shotgun is useless, or how pipe guns are useless beyond level 15 but you still decide to count those even if they are utterly outclassed by other weapons in every way.
So saying that the boxing tape, brass knuckles, mantis gauntlet, bladed gauntlet, and so on are "useless" because you can just use a power fist or a ballistic fist is very much akin to saying that the pipe guns, are useless because you can use the Combat Rifle.

Boxing tape was never relevant at any level. And you can get a power fist really early in new vegas by knowing where the named ones are. Like that cave on the way to the super mutant town.
You can argue the same in FO4 where that one dude with the webm bare handed punched Swan down at level 1 or 2, but still.

"best" at least here is subjective. an auto combat shotgun in the hands of a rifleman is shit because its automatic. a shotgun in NV was useless to a sniper unless you took the shotgun perk, here a sniper can use a double barrel shotgun without changing specs and still has a combat shotgun to look forward to with all its mods available, from tighter spreads, armor piercing and so on.
