When you still have Skullface/XOF as enemies, Miller has someone to direct his anger towards.
One of the themes of the game is that revenge doesn't get you anything back, and it won't fix anything.
Killing Skullface for revenge solved nothing, and now Kaz has no one to direct his anger towards so he's starting to take it out on everyone around him.
