To add unarmed you first add tier 1 then tier 2 and so on
Personally I'd just leave the melee perks there and avoid using it, you want to fiddle with console character editing as little as possible and removal stands more risk of fucking up things

DM and HH first and second, either order, then OWB, then LR
As for level, all I can say is don't do DM before you have significant lockpick and hacking skills (50+). You only get one shot at DM. HH scales very well IMO, so do it whenever, but if you do it later then it's a great great source of high-end weapons, and depending on your choices it can be farmed. OWB has the most skill checks of all sorts and they will affect the outcome, so keep that in mind. LR should be saved for last for plot reasons, but for gameplay it's the most combat-intensive.

For the guy asking about NV DLC's:
If you're playing a sneaky character, be warned that the perception of enemies in the DLC's is a bit bugged, particularly in OWB. They'll just lock on to you before you even get near them, so don't waste time trying to figure out if you fucked up while sneaking. Also the OWB enemies can be very spongy at high levels so maybe do it a bit earlier than you think you should, even if your non-combat skills aren't maxed.

They have weapons and are on aggressive stance, but they won't do shit while I'm being pounded by wild dogs

I've played it twice now. I spent 120 hours fucking around on my first playthrough (Institute and Railroad), and 12 hours total on my dedicated BoS vengeful partner run. Rushing through the game with BoS was actually a lot more fun in my opinion and a good challenge even only on hard. It also doesn't hurt that the Brotherhood final missions are objectively superior in terms of gameplay variety. It just felt better to be perfectly honest.

i don't know man, in terms of level-up system the only difference between FO4 and DEHR is that some of FO4's level-up perks are locked out until a certain level
gunplay is pretty much the same systemically, though fallout uses a few more numbers and has a bit more variety
FO4 has two minigames (hacking, lockpick) and one dice roll (speech). DEHR has two minigames (hacking, speech)
the biggest difference I can think of is that FO4 is open-world while DEHR is not, and FO4 has more than one major quest line with multiple quests, while the differences in DEHR's quest lines come at the very very end of the game (choosing which button). you're just forced to choose the button a bit earlier in FO4

IMO NV's factions are worse, they each fit too perfectly into an archetype that all slot together into one perfectly balanced set of choices
Meanwhile each faction in 4 actually has it's own goals and they're not all in direct opposition to each other

Texture pop-in is terrible, and it takes forever to load a weapon when using hotkeys. I was getting 20FPS in the city, I go out, turn shadows and lighting way down to see if it makes a difference, since those are the usual performance killers, come back in and it's still 20 FPS. I don't even get it, the game is fucking ugly anyway.
Meanwhile I can play GTAV with everything maxed except shadows and reflections, and I get smooth 60 FPS even when speeding through downtown traffic.

When on biological, psychological, and personal levels you can't tell the difference why wouldn't a militant justice-minded individual fight for Synth emancipation? You'll get tons of mileage out of a basic .38 pipe rifle if you have the right perks and mods; gorillions of bullets mean you can just spam things to death. Rifleman 2 and Gun Nut 1 will let you build a minimum viable weapon, then you cherry-pick better mods off other guns and hope for a decent legendary to drop. Don't rely on the popups telling you if you got sneak attack damage because they're retarded and only allow a popup notification to appear every 30s or so.
Sneak attack also doesn't work if they can see and are engaging your companion.
