Fight dependent with spread being only really particularly useful for element/status. Pierce works great on large enemies with weak chests or backs while rapid is better on the rest.
But in practice due to 4Us balance:

No reason to consider them for Pierce; the thing with Gravios is that Pierce bypasses its armor after the first hit, getting you the broken hitzone which is twice the damage.
Akantor and Ukanlos have decently-sized heads that /might/ eat all Pierce hits, but hitting pretty much any hitzone but the head any times at all makes it a worse candidate than Rapid.

That's not how hitzones work. Gravios' chest break hitzone doesn't exist until the chest is broken. There's no outer layer of bad hitzone that disappears when you get the break.

If the monster is long enough that you can land all pierce hits, pierce as a shot type is easily the best one. This is ignoring things like whether there are good pierce weapon options or if the head is 2 times as weak as everything else. On Gravios pierce is easily the best since he's tough everywhere until the chest is broken, so there's no especially weak part to exploit with Rapid.
Of course in 4U none of this stuff matters since Steve bow is much better than anything else, but in theory pierce is very strong.

When all shots hitting with Pierce is only 6% better than Rapid, hitzone makes all the difference, and you can't pick hitzones as well with Pierce to begin with.
Breaking the chest with Rapid will be faster and let you do more significantly damage to it faster.

You can say element makes up for it, but it really doesn't. Power Shot barely does, even with all raw multipliers.
Bowgun pierce is obscenely high for benefiting from critical distance, having a more generous hit spread, and calculating damage from display raw. Even LBG out-pierces bows.

Why wouldn't you say the actual percentage increase? Saying "6% better" when you're really talking about percentage points is incredibly misleading. a difference of 8% is minor when you consider the disadvantages of pierce, but 8 percentage points can be small or massive depending on what kind of values you're dealing with. In this case it's a major difference.
Pierce as a shot type is very good. The only reason it's not worth using is lacking weapon selection. In Frontier for example it's the most commonly used shot type.

Yes, motion values are the percentage of damage you do with an attack, and 30% of your raw is still 36% more than 22% of your raw. Frontier pierce has one extra hit, motion value is the same.

Consider the average hitzone pierce would have to go through to match rapid hitting only a higher zone.
30 average on pierce vs 40 on rapid
35 average on pierce vs 48 on rapid
40 average on pierce vs 55 on rapid
45 average on pierce vs 61 on rapid
It only gets worse when you go higher. Even on monsters with zones like 80%, you'll struggle to hit more than 45-50% on average.
