Either stop at the second move or remove your EXE Combos before a boss fight? Not doing those will make your turn come up quicker, preventing those "bosses get two turns in a row" situations.

What are you talking about? That is exactly what happened. It wasn't a personal pet project. They did actually plan it, why else would they have meetings about it? He was the key to it because it was through his skill that got him that high up the ladder and through the Seven Sages working outside that he forcefully weakened Blanc and the city to require his services. That type of government organization is practically their culture though. All the countries are run by a Goddess and a trusted advisor. Blanc and Mina, Neptune and Histore, etc. That's not a fault of hers if that is how it is usually done and how they are taught it would be done.
