Swtor is basically a server engine + a database. Updating the actual software should be a streamlined process of simply copy pasting files. Now what takes so fucking long time to patch the game is updating the database schema. The no ETA and extended maintenance hints at "we fucking wiped parts of the database and made the playerbase lose real money and millions of hours invested in the game".
Or it could be something game breaking with the server engine they discovered during the one hour testing before bringing the server available to the players that needs to be hotfixed.
