As someone who's just deciding now to go use SnS in G, what are some suggestions for weapons or skills I should use before building a set? Also which is more important for SnS, AttUp or Stat/EleUp?

I use sns alot, probably over 60% of the time but I'm not pro. I'll still try to help you though.
Attack up imo is better unless the monster is pretty weak to the element (20+) 15 or below ain't worth it.
Razor sharp keeps your sharpness up which is great for sns.
Evasion lets you stay agressive, especially +2 and +3.
I always eat for felyne sharpener with sns so I spend less time doing it, plus more attack when you eat meat and fish.
Also remember to use your shield to block an attack you know you can't evade in time.
And ofc honed blade and all the other popular skills are good too.

AuX almost always. Only exceptions would Cham or Gravios, stuff very weak to some element. Otherwise SnS rally only need Razor Sharp/Sharpener, every other skills are the standard blademaster ones. Don't forget to start your combos with X+A or back+A (without charging) as it will reset your "poise" and make you resistant to tripping. Enjoy SnS!

Don't dismiss the [Element]+ skills for SnS on balanced-weakness monsters either. AU's effectiveness depends on how high your motion values are, which ultimately does more for your damage ceiling (For SnS, namely your roundslash and charge slash). E+ provides a more static boost that benefits your damage floor (namely basically the rest of SnS's combo).
TL;DR it just depends, but it's not as restricted as you think. Don't grab thunder up for Tiggy, but the Styg is well worth considering.

Dual blades should always have status or element for optimal damage.
I'm sure there's a way you can make a raw DB kick ass, but it's harder to capitalize on. Raw dual blades are probably also better to use on apex monsters so you won't have to waste a wystone trying to fit in elemental damage.

Got some times to fill out the TA chart just a little bit more. First is Master's Test with IG since I needed to farm some Zenith gems anyways.
I also have a meh time on How to Zap your Zinogre with SnS. Not sure if Grisword or Lunatic Rose would be better for this quest. Going to need to keep practicing this quest.

Tri I think went to 999, but I didn't pay that much attention. F2, Unite, and P3rd didn't have HRP-based HR. They went to whatever HR the last quest set was, that was it. F2 went to HR6, FU went to HR9, P3rd went to HR6. I started with F2, so I'm not sure how the previous games handled it.

Wish I had a better charm for my masters test set, but I have had pretty bad luck regarding juju melding and 140s.
Its rediculously easy to stick to zinogres back legs with sns and he trips pretty fast in my experience. Also it is easier for me to fit on HB and get more skills than to drop it and go for AuL or XL instead, especially since white fatalis gear gives points towards crit eye, HB, and Peak performance anyways.

It's not my first priority to use even on ice-weak monsters though, since a lot of ice-weak monsters are weak to something else, and it has a lot less raw than other DB's. That's part of what makes it so great though. The feel of it.
It's got a charge time, it's got a huge explosion, it's got huge recoil, the weapon changes appearance to cool down afterwards, and it visually tells you "I'm ready boss!" It's even better when the monster visually reels from the hit.
The SA and CB just can't compare.
