CH is the server you're looking for, but you're going to have to ask around if you want a cock to suck because no one is going to publicly ask you if you want a cock in your mouth while you level. You also have to ask in the right places, Lumbertown's a good start where all the ERPers are hanging out. I've gone 65 levels and then some without a single person saying anything, just to illustrate the importance of being upfront about it.

I would flatten out all level progression. Level 1 would have same base HP and damage as 65. When you level up you unlock more skills and glyphs and may use better equipment that has stat lines like mana/HP regeneration/stun resistance/+4% HP/do +5% damage to monsters etc.
Everyone could play same dungeons and fight same BAMs. Higher level stuff would be slightly more difficult and would give more rewards.
