Sans is fairly protective and has experience taking care of his brother. Once he's settled in above ground and no longer afraid of resets I think he'd be a somewhat different person, especially if Tori's counting on him to look out for you. In that fight, she knows that Frisk is evil; she even says that they wouldn't make good food.
There is a chance that the whole "make Frisk and/or Alphys into baked goods" is just an attempt to intimidate Frisk.

So is there a consensus on the neutral endings? The fact that Toriel never talks to you on the phone seems odd to me and I'm not sure why she doesn't. The characters claim its just because she doesn't know it's Frisk and would otherwise have left something in the voicemail. However I can't help but feel its related to her asking you not to return home after you prove yourself to her.I'm not even sure why she asks you not to return after you leave the ruins either.
Also I'm a little suspicious of Toby just being too lazy to include her text in the neutral endings.
