I'm not entirely sure BUT what is canon or at least was canon in Elder Scrolls is that at one point the world that we play on in the Elder Scroll series; way back when the Dwemer were relevant, they apparently had a thousand years where it was almost like the 60's/70's had cars, airplanes, societies we much would have seen on our world. Like something out of a Fallout Game.
Then (this is in the story) one of the Daedric Princes got butthurt and guess what a giant fucking explosion ruined everything and after awhile things went back to where they are no in Elder Scroll series.
SOOOO. This however, this story is before I THINK Beth had control over the Fallout series. So maybe that's what they're doing?
The book Im referring to can be found in Morrowind but I don't know what it was called.

Weapons selected in the console command have [PP] next to their ID. What does it mean?
Over 50 hours in.
I have been working on a list of everything I feel should be changed hopefully with mods to the game.
Starting with weapons, damage and combat system.
Here is a TL:DR:
-Weapons should always do the same damage to humans regardless of your level or the enemy level.
-Level determines how steady and accurate you are with a gun instead of changing the damage.
-Difficult scaling should be giving on enemies using better armor that renders weaker weapons innefective
-A new DT fnv-like system should be implemented. A armor should be rated to completely negate the damage of lower caliber weapons
-12 gauge shotgun should be more powerful against animals and unarmored enimes, but weaker agaist armored enemies (like in FNV)
-12 gauge shotgun while less effective to armored enemies, should still transmit damage, as to simulate the "Kick" it would make to the armor. They should also sometimes "quickly stuns or drop an enemy (just like they did back in FNV)
-other calibers should have their dmg COMPLETELY negated when the armor is in full health due to the DT being higher than the damage of the weapon, but DT should quickly lower as the health of the armor is reduced.
-This also applies to Power armors should actually be immune to calibers up to .308 as long as it has full health ie: their DT should negate damage up to "100". The torso area of the Power armor should actually completely protects against .50 caliber, but the lower models of power armor (raider/t-45) should be lighter and not protect on the limbs against .50
-As the health of the power armors lower, so does the DT rating, so, at 50% heatlh, for example, DT should be at 50, so .308 shots would start giving damage (like the inner steel plates of such armor would be shattering inside and hurting you.
-Power armors should not negate all damage of explosives, as to simulate the shockwave damage they make to internal organs (this actually already kinda of happens).

Gun moding:
MORE GUNS FOR FUCK SAKE.
-Weapons should have health back.
-Weapons should have jamming back
-weapons should have a "steadniss" rating which should scale with the gun skill level of the chara-- (oh, wait, ok then, with the strenght/agility of the character and custom perks for this point).
-Weapons with lower health has lower accuracy and jams more
-Barrel types should affect acuracy, recoil and damage
-Receiver types should affect only jamming rate, rate of fire and weight.
-Stock should only affect hip-fire, weight and weapon steadiness.
-Supressors shouldn't affect weapon damage, only acuracy and gun balance (steadiness/hip-fire acuracy) (damage should be only reduced if anyone ever made a "caliber" mod with Subsonic ammo) which should be awesome
-Magazine should also affect jam rate
-lighter receivers should jam more (as to simulate overheating).
-Each part of the gun should have their own health
-as the health of the barrel decreases, it will be less acurate
-as the health of the receiver and magazines decrease, it'd jam more
-as the health of the stock reduces, it would be less steady and have more recoil
-If the barrels reaches 0 health the weapon would have severe reduced damage and would only be acurate at less than 5 meters. Still, it should still be able to fire.
-weapons should be targeteable again on vats, obviously.

How would you balance such a huge DT for the power armor?
I used the Powered Power Armor mod in FO3 and I had to quit when the enclave invaded. I had absolutely nothing that could cross their damage threshold.
I think power armor definitely needs to be heavy and tank-like but you've got to be able to kill them somehow.

DR in FO4 halves any damage that doesn't exceed it. The reduced damage you're doing to higher level enemies is because of higher health pools and better armor. Level on it's own has no effect on damage output.

That's the damage the gun has without any buffs. Here's the gun with psycho effects. Also, additional projectile does not double the damage. I had a 10mm pistol with these exact mods and it had 66 damage.

Well, I agree Jamming may add an annoying random factor to the game that may eventually completely fuck you up. But random fucks up its part of fallout as well as jamming is part IRL of poor mantained guns. I forgot to mention jamming should be almost non-present on full health, as to keep the importance of maintaining the gun and proper cleaning/lubricating it. And the highest level receiver shouldn't have any jamming at all, so if this really annoys you, just invest on receiver first.

Balance by making it lose health pretty fast: 3 .50 shots on the torso plate is enough to reduce it to 50% health (in real life is not that different), and about 20 shots on each limb. Also, power armor should not be effective against explosives.
Also, make repairing it not as easy as just soldering 3 steel metal parts on it, but actually using exotic materials like Ceramic and Gold (since there is no tungsten/platinum in game) and a high perk level, otherwise you would have to buy armor plates to replace it on stores.

And this is why you don't make video games.
I'd just like to point something out to you. Even the shittiest, most unreliable gun that is poorly maintained, wont jam frequently. Most guns take thousands and thousands of shots before they jam, and a properly designed gun wont jam for tens of thousands of shots. Some guns just don't jam ever, it is not possible with the way they are designed.
As for durability, this is a laughable concept. Most guns do not get damaged in any way by firing them. At best, after a few thousand shots you'll need to clean them, but actually replacing broken parts? Unless you're using the gun like a club or ammo it's not designed to use, you'll almost never need to actually repair a gun.

I've played 70 hours so far with my ultimate TTW character build and mod setup. I'm trying to do a nearly complete play through of both games before I go on to Fallout 4.
I've unlocked some achievements but for some reason I've reached level 20 and never unlocked the level 10 and 20 achievements.
This is very disappointing because I planned on getting them all without cheating with an unlock all achievement script (which is all I can find).
I used the console once to fix a glitch but that was after level 10 and when I did I restarted the game I'm pretty sure.
I'd be very greatful if anyone could help me out.
