I'm guessing that one-time bonuses aren't going to be useful. Someone could pledge for one month, get their bonus, then unpledge, leaving the slot open for someone else to start pledging. It could work if he gave the request to one random person at that tier per some timeframe, perhaps removing a person from the lottery for x periods after they are chosen.
It looks like he has reduced the $30 tier to the current number of patrons while he decides what to change it to.

If that's an issue then he could just limit it to people who are in that lot on the day the game is released, he doesn't have to deliver on his promises as soon as someone pledges, especially if it's something like a custom piece of artwork.
