I'm told in games where I tell people to switch from sniper when we have 6 snipers on BLU on PAYLOAD that I should play "comp".

First of all, staring through you scope gives you tunnel vision and leaves you vulnerable. You should avoid charging your shots longer than needed, which is not at all for weak classes, and less than a second for heavies. If you play high level games, the enemy sniper will always be a huge threat so you can't count on them "dying first," and you can be sure however hidden you think you are, they will see you.
As for comp, start by trying out lobbies at https://tf2center.com/ and as for getting a team, you're on your own

lobbies can be hit or miss, generally your actual braindead idiots will be too busy having fun running round in circles on valve servers to know about lobbies
individual skill isnt all that matters, communication & team cohesion play a big part in competitive success and so lobbies can be a shitshow if there are people just doing their own thing or using meme loadouts etc
i guarantee you'll be worse than at least 1/2 of the tf2center playerbase when you first start out
there are also newbie mixes and other pug groups to consider, tf2center is just the most convenient way for a quick lobby where you don't necessarily have to try

Still 150 damage. That pretty much kills any class except for Pyro, Soldier, Demo and Heavy, and only the heavy will be left with a triple-digit amount of HP (but that's still 50% of his HP gone, which for a class that's meant to tank damage is a pretty bad scenario to be in).
The Machina is bad because of that. Having to wait for a charge leaves you vulnerable. The tracer marks your position to everyone, so the second you fire someone is lobbing pipes or shooting rockets at your general direction. The penetration is next to useless because there is no situation where a Sniper really benefits from it. You're stuck waiting for a headshot or having to make do with a not very good bodyshot.

How do I get good at soldier in HL? I have most my hours on soldier in pubs and can regularly go on 15+ kill streaks, but I get decimated playing in lobbies. I think I'm too aggressive, but when I'm not I feel as though I should be doing something different. I can't into flank classes.

I want that too, but expecting valve to do that at this point is unrealistic and reducing the number of random crits in pubs is always an improvement. Also spy is the weakest class and part of that has to do with disguises being fundamentally unreliable.
