as you level up you will start to find modded weapons, and sometimes the modded weapon contains parts that you can't create because you dont have the right perk.
so you go into the gun and modify it, and equip it with stock whatever (as it's the cheapest resource wise) then you will have the mod your gun used to have as a free use (will say attach mod rather than list of resources needed to create it) and you can apply it to another weapon.
should also mention that by another weapon, I mean another weapon of the same build as that one i.e. another 10mm handgun or from pipe rifle to pipe rifle

I just finished what is apparently the final quest in the Institute questline, thereby "finishing" the game, or the main story at least. I even had to google to make sure that this actually was the ending because no new quests showed up and I couldn't believe that this was it.
For the record I didn't do too much exploring, I did do quite a few quests for different factions until I had to choose between them. The bottom third of my map remains almost completely undiscovered. I assumed there'd be end-game quests to venture me there but what I thought was the beginning of mid-game turned out to be the final quest in end-game. This is at ~30 hours played @ level 37. .

I have two questions if you'll read them:
1) Are settlement shops worth it? I heard they can give good items, but the cap investment is heavy. And what's the difference between the different ranks of the shops?
2) Damage resistance. How much does it really matter? I fuss over 5-10 points here and there with my layered armor when I can put on Power Armor for hundreds of resistance and still take appreciable damage. So should I stop caring about stats and go fashion? Will it make a difference?

bethesda just made weapon progression completely different. it used to be that you would progress within a weapon type (small guns, energy guns, big guns) but now it's more like you progress from using archaic gunpowder weaponry to using energy weapons and big guns. i still use my combat rifle to clear trash but it's pretty clear that big guns and energy weaponry are going to outclass the shit out of anything else i have
