Pretty sure Hard Mode was never meant to be finished.
Especially since his idea of hard mode involved completely recreating the enemies. It's just too much altogether.
The Gaster stuff, however, seems like something that's meant to be complete/found in normal play through crazy measures like the Lost from Binding of Isaac, and Toby just wants to keep it locked out until the game starts to lose steam so he can put it back in and have people start freaking out again.
Also, probably just missed it, but what's you guys' opinions on the gaster site thing? Any chance it's somehow official and not just a fun thing made by a fan wanting more Gaster?
