It depends on what you mean. You're not forced to have him with you, so no, I don't consider that as you being forced to have him as a companion. If you're so inclined you can meet him and tell him to stay at the Red Rocket and never speak to him again.
If you consider just meeting him as him being a companion, then yes. The Red Rocket is the first "base" you get, and he's always there. Bypassing it would probably be very difficult.

Don't listen to this Nancy. Improving your combat effectiveness through sheer tankiness will leave you draining tons of ammo to kill everything. You'd basically be trying to turn combat into a war of attrition. Which is a war you'd get nostril fucked in. Pick a weapon class and get those perks. Lone wanderer. Whatever offensive perk class you want (crit/VATS, sneak attacks, whatever.) just look through the perks and find some offensive ones that work well together that you wanna use. Godspeed

Some of the base building things seem kinda bare though. Why can I not mount Deathclaw heads? I went to the SSs old house in Sanctuary, hooked a generator to the TV, and it just says "Please stand by..." Would be cool to see cameras if the engine can handle that. So I've spent quite a bit of time on my Settlement, and Preston asked me to go to the Starlight Drive In, and I built a recruitment beacon there. I went back to Sanctuary Hills and it was completely fucked by Radiation. I'm assuming this is so you can leave and go to Starlight Drive with all your settlers.
Is there any way to avoid this, and does the radiation ever go away? I built a bunch of defenses, water purifiers, and customized a few houses, and I'd rather not leave Sanctuary Hills.

Bethesda plans to re-implement paid mods in early 2016. They also plan to control what content can be created for the game through the End Use License Agreement for Fallout 4. Any content created from modifying existing files in the game belongs LEGALLY to Bethesda, and Bethesda reserves the right to use mods for "any purpose". However, mods made from existing game materials must be free. That doesn't explain whether or not Bethesda will be able to file copyright claims against uploaders of mods, however - it's perfectly within their legal grasp to do so. In short, they're probably going to put paid mods back into effect in 2016, but restrict it to game materials made FOR the game without EXISTING game materials. Everything else should be free.
