It depends mostly on the fight.
On a standard (mostly) single-target fight, with a single-caster composition, Hypercharge and Foe Requiem work out to be roughly equal DPS contributions. If you have double casters, or if there's AoE/Multi-DoT situations, Foe Requiem works out to be better.
Beyond HC/FR, MCH has a slightly more versatile set of utility skills: A Stun, a Silence, a Bind, a Heavy, a push, and Physical or Magic damage down. BRD has Silence, Bind, and an Evasion Down debuff (mainly for the healers).
MCH's damage spikes higher, so if there's a burst DPS phase like Hand of Pain, MCH can help push a little better than BRD can (not that BRD is a slouch when it comes to spike damage, but MCH is still a little higher). BRD has more consistent damage, and can get more mileage out of multi-target scenarios.
Come 3.2, it's likely that BRD and MCH will share all their gear aside from their weapon, so the only thing that really makes sense is to be proficient on both classes, so that you can switch from one to the other depending on which is better for a particular fight.
