The issue is so many Alliance characters that have a legitimate reason to hate all the orcs, not the horde, but orcs in general for seriously being the number one cause for all the shit to happen in the lore of warcraft are so quick to forgive and forget. People use blood tap because it's under manual control which is essential for conducting yourself in a raid properly, you can actually get higher theoretical dps if you get really lucky with procs on RC, obviously the other one is just complete garbage that no one should ever use ever. But people take it so you can do things like bank charges for soul reaper and of course the biggest factor is its use in Breath of Sindragosa which is far in a way the most engaging aspect of death knight play in a long time.
I'm curious what your alternative would be if not a proc based off of RP or manual control over runes

how would your choices matter if they don't change based on the encounter and remain the same throughout, that by definition renders your choices far less relevant.
Next being able to talent within a spec doesn't increase class homogenization because its not automatically homogenous just because you can change it, that's pants on head retarded.
Then if you want to make specs defined and not have any homogeneity, therefore making them only good at some encounters why the fuck would you remove dual spec? So people have to run all the way back to their trainer on a fight by fight basis to change their spec for the different fight because they can no longer alter their toolkit within the spec to suit the encounter.
