What do you guys think of this stealth non-automatic rifle build?
I do not know how well stealth will be in the game and if I just should go guns blazing.
The reason I have charisma that high up is cause I was hoping I could get good dialogue options like in Fallout 3 for example increasing reward or getting more information out of someone about quest. I also do not know how important charisma will be in Fallout 4.
I appreciate any improvements from you guys on this build.

Have you never played a bethesda game before? Higher difficulty = more enemy health. Thi is why the first thing I'm doing is extracting and editing the bsa files so I can make enemys have 'Normal' level health in all difficulties. The reason I'm so concerned is why would they bother changing the file extension unless there was some kind of significant change? For example it's possible they're encrypting them now, and I'll explain why. Basically, now that 100% of Fallout 4 sales have modding in mind, the PC modding community becomes a minority. When working with Microsoft to bring modding to consoles, they likely had a list of demands. One of which was probably to keep third parties from being responsible for the data written to their consoles. How do you accomplish this? With some kind of DRM on the files, and only Bethesda's official modding tools to read and write the files. Microsoft would probably want the files to be signed (verified).
I just hope I'm being paranoid. We (as PC gamers) have always been secondary to consoles, but at least had modding to ourselves. Now that that's changed, our modding experience may also be secondary to consoles, so I don't think my paranoia is entirely baseless.

I have some speculation based on what we know about power armor.
Okay, so we know that when you're in PA, all of the DR from your normal armor (and I would assume perks as well) goes to 0, so you only receive the DR from the armor pieces itself (though just in the exo your DR is back to the normal DR of your stuff).
We also know that T-60d chest, which would be one of the best pieces of power armor (just behind the APA), has a DR of 300.
It can also be speculated, though not confirmed, that the DR of a piece of PA goes down when it's damaged. Let's just guess here and say the DR goes down to 1/3 when it's in the red, 2/3 when it's in the yellow.
With this in mind, just having the chest for T-60 would give you about 300 DR. We know that blocking 100% of damage is possible in Power Armor, and it even happens with the t-45d armor, so if I were to guess then I'd say that the reduction of damage is 50% of your DR (so, 50DR = 25% DR). This would also match up with the perks. 5 toughness + 2 rooted + 3 Nerd Rage = 140 DR when all 3 are activated at once, which would make sense to be about 70% for them to be effective together without completely negating damage.
