Your cpu is similar to the one listed in the min requirements, but not as powerful, and we all know requirements are usually not as demanding as they claim. You will probably be able to play on min-med settings at your native resolution with that cpu and an upgraded gpu if this game is just skyrim with a few more shit. Look up your motherboard and see if overclocking is an option, or maybe try to see if your amd cpu has any locked cores that you could unlock.
We really won't know much until the game is out and we know how demanding it really is and what .ini tweaks we can make. Just hold out until then dude, don't rush to purchase a small upgrade, specially if your money situation is as tight as you say it is.

No, failing is still completing a quest, because failing the quest means it can no longer be taken, and the outcome is logged. Failing to save the NCR president as the NCR has the outcome of the President's death recorded in post credits.
It is a non combat solution, and in fact, if you were to do that and switch to the Legion or House later on you could reap the benefits. You might also believe that the current NCR president is corrupt and needs to be replaced, thus allowing his death.
There are choices in NV quests, that's what makes them way better than 3 or, as we've seen thus far, 4 quests.

I dunno, can you knock-out and incapacitate enemies. I like my pacifist runs.Too bad in MGSV, when you get the tech for nonlethal guns the weapons have low ammo and you empty half a mag to knock some sap out.
