I plan to rush the Per/Cha bobbleheads since I hear they're available early on. That gives access to Lockpick and Lone Wanderer.
Max Int to maximize XP gains for faster leveling, and 7 Agi/Luck (with bobbleheads) gives access to Ninja and critical perks for great damage.

I want to do an unarmed build as my first run. Wanted to go STR 9 for the rooted perk, though I don't know how good it actually is.
