1. Have Kanami do a Ninja maneuver(not scout before a defensive battle) in Zeth
2. Wait for the beginning of turn scene
3. Have bullied her a few times (probably just three?)
4. Have her do another maneuver in Zeth.

Not really, Helman is still a shit tier country. Shier on the road to recovery with the government being cleaned of corruption though. Zeth overall is still in a worse state than they were before but are on the road to a much better future.
