P4G has nice production values given the cutscene presentation and good environments. Not really related to what you were talking about with shallow gameplay though. And Persona 4 wasn't exactly niche at all.
I enjoy DRPGs and the cheap nature of the genre is a benefit in some aspects of actual gameplay. A designer can create much more interesting dungeons to explore than what they can accomplish in a game that requires time consuming 3D environmental design. Persona 4 skipped out on this entirely and used procedurally generated dungeons, which are the most repetitive and worst parts of the game.

If the characters in this game are as overpowered as those in Senran Kagura and have as ridiculous attacks, this could potentially be an amazing game.
If they put the time that would have otherwise gone into making other big-titted characters into making a bunch of big robot explosions, this would definitely be very satisfying to play.
If they gave you a gun (which they probably didn't), and had it possible to play like Ryona in senran kagura should have (ice skating ballerina who can fly with guns), this may well be the best action game ever made.
