Ocelot is the character that works behind the curtain. He surprises everyone and puts events into motion you don't become aware of until later.
Which is the charm, but Ocelot needs his own character development. I mean, from seeing how he really feels during a situation.
Why? He is set up perfectly for it, him being The Boss's son is a prime example of this.
But you either have him stay the mysterious anti-hero or give him the spotlight, it's not possible to do both.
Making a game of him would need to find a balance, and I don't think it would be easy.
