By the end of October, around half of active players have cleared Alex Normal.
Savage clear numbers are lower than expected.
They will keep an eye on clear numbers and if needed perform adjustments for Savage on 3.15.
For the next Alexander on 3.2, it'll probably not use the same Normal/Savage division.
Yoshida ideally want to implement Easy/Medium/Savage three- tiered difficulties, but on the other hand they are lacking the staff to implement that much.
Yoshida wants to implement a cross-world, raid-only, party finder system. However, it is still only an idea he have and no real work has been done on it.

Four-man Dungeons
3.1 Expert roulette will be composed by only the two new dungeons.
Neverreap and Fractal will become a new "Level 60 Dungeons" roulette.
High-level roulette will be renamed "Level 50 Dungeons".
The staffs perform final quality checks on Dungeons by playing roles they're not accustomed to, leading to situations like DPSes that only cares about their DPS, Tanks panicking because of that, casual healers, etc.
Regarding a hard four-man dungeons, it will be hard to implement as the burden on healer will be intensive. However, Yoshida wants to implement it, if just once.

Attention friends and fellow XIV players. It has come to my attention that the Japanese playerbase has a stronger and healthier clearing population of Raiders. Their success is primarily from the creation and maintenance of a region wide black list. In this fashion, I have drafted and proposed a framework for a new and healthier Party Finder for North America.
To begin with, I propose a panel of 14 judges, overseen by me. I will be contacting top FCs around the country for volunteers. I will then play with these judges, and verify their skill by doing Alex Savage 1 to 4 with them. This panel will hear complaints and put offending players on trial. If found guilty, they will be put on the blacklist. These trials will be streamed for transparency.
To better promote honest play, we will also institute a policy of electing a "chronicler" in any PF. Before your party enters, it will be your onus to elect and declare a chronicler for that party. The chronicler will record and upload the footage for the other seven members on the community panel site (I will be contacting people to get this hosted ASAP). Failure on the chronicler's part to do his job will result in immediate blacklisting.
With these policies in place, I feel that we can put together a much stronger and healthier Party Finder experience.

Second Coil Savage was created after and separate from the normal Second Coil for the tip top raiders to complete, purely for bragging rights and a title- the gear that dropped was the same as the regular version. Alex Savage is being presented as the 'Normal Raid Content' for this patch cycle- it's not meant for the tip-top raiders, its made for the general raiding population to complete. I've actually seen a couple people stating they wish that the A3S difficulty had been applied to all of the Savage floors- which is so fucking ridiculous i'm surprised these people can put their pants on in the morning without snapping their necks.
the fact that only a very small handful of players on each server have completed A3S/A4S this long after initially released shows the failure of SE in developing content. Many perfectly capable raiding groups have fallen apart or have put themselves on hold until the next raid patch cycle just because they can't even get close to beaten A3S- not from lack of desire or 'git gud'-ness, but they just can't see themselves spending 60+ hours practicing one fight for slightly better gear than they currently have. And that's not even including A4S, which is another huge wall that people have to climb- when people see all the work and time and effort they'll have to put forth just to beat this Standard Raid Content, it's easy to see why so few people have completed it.
3.0's raiding content can only be considered a design failure by anyone with a half-working brain and I hope to god that they learned their lesson and fix their shit by the time 3.2 rolls around

They're only taking melded accessories away from tanks. Healers are getting a buff to melded accessories.
When healers meld their crafted accessories, it's so they can put accuracy (and maybe a LITTLE VIT) onto them. The crafted accessories available to them in 3.2 will be a higher iLevel comparatively than crafted accessories available to them at any other point since 2.0/2.1, and are still fully pentameldable with Accuracy. Plus, in 3.2, healers can meld (but not overmeld) accuracy to ALL of their gear, including raid drops and tomestone gear, so they won't have to sacrifice any Mind to get the Accuracy and VIT from melds.
DPS will also now be able to meld VIT to their gear without sacrificing their main stat, and/or meld accuracy to their raid/tomestone gear to meet accuracy caps without having to put on some awful Acc/SkS piece.
Tanks are the only ones getting a nerf to crafted gear, but they'll still be able to meld 15 VIT to any Slaying accessories (including raid/tomestone gear) and meld 15 STR to any Fending accessories (including raid/tomestone gear), so they're being nerfed relative to full-pentamelded, but buffed relative to any existing combination of Fending and Slaying.
It's a huge overall improvement to the game's gearing, that comes at the cost of a modest nerf to tanks (and only tanks). The only question is whether those "damage calculation adjustments" are going to nerf tank DPS into the ground or not.

Maybe so. I am a scholar so the weight of the checks doesn't fall too heavily on me. Most of the groups I have seen ads for are looking for bard/mch or melee, so I hope I can find a group. Crafted gear in 3.2 will allow healers to add in excess of 500 accuracy to their gear without even doing any truly insane melds. 850+ accuracy is definitely going to be enough to hit anything.

So I just got some of my crafting skills to mid level, and realized that unlike shards, leveling quests didn't flood me with fire/water/etc crystals. I can mine them, but it's awfully slow, especially since it seems that in each gathering zone only half of the nodes even have crystals, so I'm mining half of the nodes for nothing.

You can use the public airships for 700 gil each, queue solo, and get 1/8th of the loot because it's Greed-only

Learning AS1 and 3 has been the most fun I've had in this game the past few months. The frustrations of wiping repeatedly, and the joys of making just the slightest bit of progress. Raiding is an emotional roller coaster that gives me something to look forward to in my cold, empty life.
