Ammo IS a problem. You're relying on a heavy weapon in a situation where you may or may not get drops, or even have a chance to use a synth. ToM is preferred because of infinite ammo.
On top of that, you're potentially wasting your primary slot if you don't have anything good enough to clear up adds with.
It's more effort than it's worth to replace a more reliable weapon with something that, while great to use, is not so reliable.

Ammo ISN'T a problem. Almost every boss has you standing around doing nothing while you wait for a deadly global effect to wear off at some point, it's very easy to use synths in this raid.
On top of that, who doesn't have a good primary to clear shitty little adds?
Having the ability to clutch kill important things, always having the highest damage and being able to stagger oryx by yourself, if necessary, is worth the effort.
