Depends on what you mean with cryptofix.
If you mean make a cryptofixed RELEASE, then yes, you need a seeddb.bin that contains the seed and use Decrypt9 etc etc.
If you mean cryptofix it for yourself (and you're not on N3DS because 9.5 NATIVE_FIRM), then you don't need it since you just need to visit the eShop page for the game and then title works on your system. In this case, the seeddb.bin isn't interesting to you in any way, shape or form. Normalfags, non-devs and non-pirate-releasers couldn't care less about this.

The idea is to nullify PSN account ID in Vita registry and make a QCMA backup of the game after that. The backup will be encrypted for nulled owner. If another Vita owner nullifies his account as well, he will be able to restore that backup of his Vita. The problem is that the backed up license requires the first, non-nulled account to be present on the target Vita for the game to actually work.
As far as I know it does allow "backups for everyone", it's just that they can't be actually used.

There's one case where this can be potentially useful: installing someone else's backup of the game that you own on your PSN account if you can't download your games off of PSN yourself (due to an outdated firmware or no access to a PS3 to perform PS3->Vita transfers).
IF (and I repeat, IF) the restored game will download the license from your PSN account. This may or may not work, but PS+ content can be renewed on an outdated Vita without the need for update or PS3.
