Its kind of stupid Excalibur gets close anyway, since Ea symbolizes the creation of the planet as of CCC, meaning that nothing can be before it.

No, there are just a bunch of seals that were placed on it by Arthur's knights. The sword can be unsealed if certain conditions are met. Invisible Air is one of the seals, for example. Conditions for unsealing the sword can be stuff like fighting against a more powerful adversary or fighting in an honorable battle.
It's really Arthur's greatest weakness. Under Manaka he's got stats comparable to Saber Alter, but normally he can't spam blasts like Alter can. He's a top tier fighter on his own, with great stats and some decent skills, but he usually doesn't have a trump card against most enemies.
