This could mean something, this could also mean toby is lazy and didn't think this hard about it, or it could mean nothing in regards to their ages.

Aren't there some broader issues with Monsters living back in human society again?
The CORE is obviously of great interest to human governments as soon as they find out about it.
If a single human could kill so many of the monsters, how would they protect themselves from the other 7 billion?
Considering the lifespan of monsters, there would be some Project Montauk-tier incentive of governments to experiment on monsters in the pursuit of human longevity.
I mean sure, get rid of that barrier so you have contact with the outside world, but why abandon all of Mt. Ebott? It's familiar, it's easily defended. The Royal Guard should not be disbanded, if anything it should be bolstered.

All of the components except the head are fairly straightforward. Skeleton-patterned morph suit (for the skeletal hands, ribs and shins that'd be visible), pale blue hoodie, oversized black shorts and shoes can be either sneakers with socks or slippers based on the official art of him that exists.

The theory is that the barrier separates 2 different worlds, and that the being with the most determination in each world has the power to save/load etc.
In the human world, the power likely shifts around too often to harness.
In the monster world it was owned by Flowey for some unknowable amount of time until YOU fell into the underworld, then the two of you sort of fight for the control of that power. It's why you can save in areas that fill you with determination.

For people who like the idea of saving and reloading but in real life then a few things to watch would be:
Groundhog Day - A single day loop that imply a man have been living in for years.
Tomorrow Edge - A loop that last until death but start just hours before a war with alien beings.
Butterfly Effect (2nd and 3rd movie kinda sucks) - A person discover he can "load" himself back into his past events and change things to return back to his current (new) timeline with the new effects. Two different endings so make sure you get both.
Series call Supernatural have an episode call Mystery Spot. - You don't need to know the series to be able to enjoy this episode by itself. It was mostly play for laughs.
There are more but those would be a good start. Groundhog Day is a must watch (staring Bill Murray if that helps) and the episode of Supernatural is like only a hour long.
Of course anime also often do this as well, Space Dandy did a good episode of it for example. It is a common trope but I am a sucker for it.
