Upon activating the Instant Kill state, you lose all of your special Tension meter (and if you carry on long enough, your health begins to deplete), so you indicate to your opponent that you've locked yourself off from performing any meter-using moves and you're trying to go for an IK.
The IK attack typically has no range, even less effective than the smallest jab, so you'd have to be pressed up right against the opponent to make it land. Only upon doing so will you be able to get an Instant Kill. I've yet to play Xrd, but I'm pretty sure I remember that earlier games only allowed an Instant Kill if you were at the final round, so you already needed to have won a round.
Given the sort of damage output each character can put out with a single combo, performing an IK is way more trouble than it's worth. You may as well just work your way into setting up several lethal combos with much more reliable and safe normal attacks. An IK is really for bragging, telling your opponent that their defenses are so shit that you can walk right up and poke them.

You can do an IK at any time in Guilty Gear, BlazBlue was the one where you had to be at match point and the opponent has to be below 35% hp.
Also you forgot A.B.A can get guaranteed IK'd when she gets forced out Moroha mode since she can't block for a full second. Ofcourse A.B.A isn't in Xrd yet but they will likely keep that mechanic in place if they put her in.
