It's not Sega, though.
The initiative to porting this to PC came from Degica, a company that works only with PC, that's why it's not on consoles.
Sega would not even care to bring this game to the west, and console gamers also don't care much about it either, since most of them that know about the Shining series would prefer the rpgs way more.

Nah, Feather wasn't super great. I know that the original SF trilogy was light on the actual strategy aspect, but I'd still argue that they're among the most playable games in their genre by modern standards. Turn flow felt great, and it was one of the few SRPGs in its day that didnt' have unnecessary menu clutter at every turn. The aesthetic is charming as hell too, and SF1 in particular has some incredibly thoughtful map design

I have the opposite opinion, I played the SF games back in the day since there were very few other SRPGs available in the west but nowadays I find them nearly unplayable (even SF1 compared to other games of the same era, e.g. Langrisser II/Der Langisser, Front Mission, Tactics Ogre, and Fire Emblem). The turn flow isn't great at all, it's slow and tedious when the cursor needs to move all over the place for a bunch of enemies that stand still. The gameplay mechanics are really quite poor and involve a lot of RNG (double deadly attacks and whatnot). The AI is incredibly poor, and the game's balance is absurdly poor. And don't get me started on SFII, which has a whole bunch of other issues.
But you're right about the aesthetic. The colorful graphics and light hearted/humorous dialogue really gave the first game a lot of charm, and the battle animations were excellent.
Sega isn't actually publishing it, the developers for the game asked Degica to bring the game West. Sega knows it will fail but they still get some loyalty money from it
