If the PTR changes go live you'll see at least two McCrees in both teams in every game. He's absurdly overpowered on PTR right now. 3 bodyshots from a perfectly accurate hitscan weapon that fires 2 times per second and deal 70 damage per shot up to medium range. Or 1 headshot and 1 bodyshot.
If the target has Discord on them, it's 210 damage with one headshot. ~180 with Mercy damage boost.

Being able to jump up to any vertical position with a button press is mobility. She's also able to cross gaps with her jetpack.
Plus the jetpack is an instant flank wherever a Rheinhardt is concerned since he now has to choose whether to deflect your shots or your team shots.
She's can't reach an objective as fast as a Tracer, but what Pharah is good at is putting herself in a position where she can apply damage quickly. 76 can sprint but he's going to have to always remain on the ground unless he gets used to stairs and side alleys.
The biggest downside to Pharah right now is the McCree buffs. Pharah is so retardedly good on offense, only being hard countered by a 76 on the live server and McCree on the PTR.
The thing is, there's not many other characters that can put themselves in so many places so quickly and lay down as much DPS as Pharah on attack. She's still deeply flawed but there's not many other good alternatives for her role.

You can easily get into position to lay down DPS, the question is how long can you stay in good positon to lay down DPS.
In my opinion shes extremely good on defense where you can easily position yourself to be flanking any incoming enemies facing your team. On attack push maps, not so good on any map that isnt assault

That's what a temporary pocket Mercy is for. She has great synergy with Mercy and it means she can stay longer on the attack before dropping back and then attacking from a new angle.
She's utterly outclassed on defence by 76 and PTR McCree right now because they can just stay back and lay insane amounts of pain on the attacking team where their lack of mobility doesn't matter, since their position is going to be dictated purely by how slowly the enemy team advances, as opposed to Pharah who is going to be leveraging that verticality to overcome Reinhardht's shield.
If you look at the pick rates of heroes in competitive play, Pharah is a consistent high scorer (something like a 90%+ pickrate on offense) because no other character can do her offensive role right now. It's less about what she can do as a character by herself, and more about what character can do her role when you're attacking, which is really nobody. 76 is stuck to the ground, McCree is too fucking slow, Tracer and Reaper have no range whatsoever.
Junkrat is kinda okay but he's still just an inferior Pharah right now.
Her big deal is how she can use that verticality to attack the enemy in a way no other character can right now. She's the 76 for offensive play since she can do well in almost all offensive situations.
