Zombies are used not because of popularity, but because of ease. You can base them off the human models for any given game, meaning almost no new assets have to be made. You can give them virtually no AI, and just use technical skill to get as many on screen as possible and as long as they all run at the player, you're good. It doesn't take much to impress the casual mouth breathers out there who are happy with the virtual equivalent of "squishing ants" as the prime gameplay mechanic, that's why zombies became the prime vidya baddy to begin with.
Dinosaurs require decent modelers and artists to create, as well a great animators and programmers. You honestly expect the industry to bake you a fancy cake for you when people will gladly buy frosting on a cracker? That's not how business works.This is also why shit like Battlefront is allowed to even exist today.
