Nerevarine saved Morrowind from being under a dictatorship by Dagoth Ur and turning all the Dunmer into corprus and ash zombies. ALMSIVI didn't destroy Morrowind per say but some of their actions led to it like Vivec keeping the stupid rock floating in the air just to have a dick waving memorial to how godly he was just for it to destroy the entire city once his powers were gone. The correct answer though is the Oblivion Crisis and the Argonian Invasion being back to back.

Almsivi, especially Vivec. Canon Nerevarine probably wasn't going back-path and so probably didn't murder Vivec, which would make the destruction of Morrowind 100% his own deliberate genocide.
Nerevar just fucking off to Akavir is bullshit, too, though, as it seems he should have been able to do something about the moon. Then again, maybe not - he wasn't ever a God like Almsivi, right? And anyway he gets a pass because of course that was just writer bullshit going into Oblivion.

Nerevarine was just a hero-reincarnation of Nerevar and definitely not a god. Vivec shouldn't have kept the moon in place just to make people worship him more when he knew one day his powers would fade and the Nerevarine would need to destroy the heart.
