It can add tension where otherwise there would be none, although it has to be used very carefully.
The idea shouldn't be that the player will probably run out of time on the first try, and might run out of time on the second.
It's best if the player has their first try become a close call.
In the one timed portion of Undertale for example, they'll almost certainly succeed at defusing all the bombs, but the timer actually slows down slightly in the last seconds to add more "holyshitholyshitholyshit" to the whole scene.
