look for a mentor or mentors, the only way to learn a lot of the subtleties of the game is to play a huge amount, and that wont always teach you the specifics of what you need to know. Even the pros display skill disparities between different aspects of the game (movement, combos, neutral game, etc,) so just focus on playing the game as much as you can to start.

Who do you want to play as. Fox requires a lot of technical skill, but he has a infinitely high skill ceiling. Also a lot of people know their fox match ups, so if you flounder with him, you will be getting destroyed by people who have been playing the game longer then you.
Marth and Sheik are good starters because they don't require as much technical skill, but require you to get good with your spacing. You can move into a character like fox and falco afterwords.

Anyway, I admire your resolve. Best way to get good is to have a decent number of people around to play with. What region are you? Do you have a good local scene?
For me, it's helpful to be in college, there's around a dozen regulars, with a decent number of mid level players who show up from time to time. Find people above your level to play, and ask for tips to improve (but don't pester them). I've run into a bunch of players who I can destroy who don't want to play our top players because it's discouraging. But I was at their level or worse a year ago. I managed to get a lot better by always going out of my way to play with the top people around, even if they would 3 stock me most games. Some people spend a lot of time studying guides and videos and frame data and theorycrafting, and that all has merit, but playing with others, especially those just above your skill level is absolutely crucial and the best way to get good.

Well pikachu is rough one to choose, I think Axe has the highest APM of anyone by quite a bit. One benefit is that when you start playing people better than you they will likely not have much experience with the matchup. You need to be prepared to get destroyed by people who get destroyed by people who get destroyed by the top 25 and you have to accept and use those experiences to get better.

my smash advice is to find multiple people who you can lose to, and study how they beat you until you can change your game on the fly to beat that specific person. sometimes the entire game can just be you finding the weakness in somebody's game without revealing yours. If you notice how Axe beats Silentwolf in that one linked set, Silentwolf displays obvious weaknesses in his gameplay and immediately Axe takes advantage of it before he can adjust, and wins because of it (imo.)

What type of gaming background do you have? Just wondering if you're already decent at games and can pick up new stuff, or if you have never played a competitive game or held a gamecube controller before.
Do you have a certain playstyle you like? Before you commit to a character idea, try out a bunch of different ones.
On that topic, a lot of people say stick to a main and just play them. Honestly, when starting out, I think you should play random a lot (the bottom left and right "blank" spots on the character select screen are random after you have all the characters unlocked). Some people will disagree, but I think you should try out 50% of your time with your favorite character or two, and 50% playing the whole cast. Early on, people get used to certain things from their character, and rely on certain crutches that work again low level players or people unfamiliar with the matchup. Playing all the characters for a while helps develop your fundamentals like spacing, movement, and decision-making from a lot of aspects that you might miss out of tunnel vision if you just focus in on one character. It also helps you understand your opponent's characters better in matchups. I've met mid-level players who started recently who are good against top tier characters, but struggle against low tiers because they never played as or against them, so they don't even understand what all their moves are.

It doesn't matter how good or bad Hbox is. No one likes Hbox because hes boring. Everyone likes Mango/m2k/PPMD because they're exciting. Hbox plays melee for completely different reasons than everyone else. He doesn't play to have fun, he doesn't play to be better than you, and he doesn't play to entertain you. He plays purely to win. He will make the game as miserable as possible for anyone playing and watching just so that he can win. Some people may be alright with that, but I'd rather not watch it and I'm sure players don't want to devote so much time to a game if that's what it turns into.
