Maybe Las Vegas in 70s? I could be biased because Casino is one of my favorite movies but that would be a pretty cool game to me.
I'll be pretty surprised if they do Vice City again. They're all about expansive maps with various regions and terrains. I think it's pretty obvious that Las Venturas is next with how diverse that side of the country is with a desert and Hoover Dam and Area 51 and all that. I'd bet almost anything that they'll continue to do a story based around heists and have the game feel like Oceans 11. Imagine the music and the fully functioning casinos all down the strip.
