I think they would, no joke, actually sell more costumes if they released less costumes. Currently there's so many that pretty much anyone except the biggest whale is going to take one look at the list and realize he'll never afford them all so he'll instead just cherrypick a handful that he likes, or even buy nothing. If it was viable to buy every costume for reasonable money, that might trigger people to go ahead and do it.
Not to mention that under the current system it's incredibly difficult to even FIND costumes you don't have even if you're willing to pay premium because there's over 800 items in the online store and it doesn't have good search tools.
