I'd call it overlooked more than underrated, it was a pretty well received game from a review standpoint. It just had the misfortune of being on the original xbox and not called Halo.
How is this underrated? Maybe forgotten since it didn't spawn any sequels, but for its time it was highly praised, and had excellent and fun multiplayer.
Don't remember much about the story, but the setting was pretty great from what I remember. I still have the disk but no ability to re-play the game... with Xbone would start doing backwards compatibility for the original Xbox.
The multiplayer was fun as fuck too. I think it was one of the first Xbox live games out, always had fun with my friend getting into the mini-helicopter thing and hiding on the city maps.

Whichever one was an Xbox Classic for Xbox 360, I played it for the first time and I kept hearing Otacon's voice.

I've beaten it before but it was so long ago all I remember is bits and pieces of the last level and the fact thatyou get angel wings. I didn't know a thing about tanks back then either sadly, so it had less novelty.
