I scanned this, and didn't see them address that. The female protagonist went through a ton of design ideas before they settled on Claire.

Maybe it's the Jumping Bomb Angels, a wrestling tag team which inspired Dirty Pair. Capcom likes wrestling so I wouldn't put it past them.
