It's difficult to judge smarts in Dragon Ball because it's mostly in the context of being a smart fighter a la Piccolo or a fighting genius like Goku.
Actual smarts was covered by Bulma who makes everyone else look like idiots because she can casually make just about anything and Gero who made some robots.

A book of shit that throughout all of DB history had been knowledge only attainable by prodigies of prodigies. Privileged knowledge that only one out of every billion humans could attain, and power that even fewer could master. Gohan took that knowledge and not only shared it, but made it so accessible and easy to learn that within 200 years fighting has gone from a dying art to a booming Renaissance where even the subpar fighters are on a level that would eclipse anyone in the galaxy that wasn't at least Frieza-tier.
That is fucking astounding when you actually think about it.
