The music sucks dick outside of a few tracks, the way they integrated Zero is stupid, and the overall level design and flow between levels is a serious downgrade from the previous two games. However it's still pretty reasonably fun, with some enjoyable levels and cool bosses mixed in.
All-in-all it's absolutely worse than X, X2, or X4, but it's not bad. It's just not especially great.

It is very hard for me to rate which X game is the best, but out of X-X4, X3 feels the weakest.
X had the best story imo, X2 was an awesome followup that has some cool side story things (zero parts) and best armor design. It also has better controls in terms of dashing than X.
fighting the robot mavericks in X in sigma stages was way cooler than "here fight all of them at once" in a small room.
X4 has a fully playable Zero and awesome but bad anime cutscenes.
X3 just feels rushed. I like the soundtrack for X3, but it doesn't compare to X or X2. A lot of the music repeats too much. Don't even get me started on the level design, enemies are barely a threat as you progress through them. Boss patterns are retarded as well when they go invincible super saiyan for a full second+.
You know what I like about X3? The different routes you can take (killing bit,byte, or vile affects bosses). Super saiyan gold knights of zodiac armor just isn't as cool as getting hadoken or shoryuken. Additionally, the red chips are dumb as hell (wait for gold armor) and arm upgrade sucks ass. Then we have the ride mechs, which if the stages were fleshed out would've been cool but you barely get to use them.
I would rank them as follows X2 > X > X4 > X3. If you want a good hack play the mega man x3 zero hack, its pretty cool. Zeros bigger hitbox makes the game a little harder.

Mega Man X3 doesn't just have one of the worst soundtracks in the X series, it has one of the worst in the Mega Man franchise. It doesn't matter if you're talking about the SNES ost or the PS/Saturn ost, they're all bad. Everything is boring, repetitive, low-energy, and disjointed.
The only really bad thing about X3 is the buster supercharge powerup. It's a bad powerup all around. Looks cool but the fact that it's not a concentrated blast and takes more frames to do isn't useful against bosses unlike the X2 one.
But the whole x saga is great. Even the PSX ones.

In X2 you can dash+charge+jump indeffinitely with perfect control by pressing 3 and more buttons at once like a rhythm game. You can't get hit. The first stage you can pass the closing drills before they even close and/or destroy them midair with a charged buster.
