Actually, considering how poorly AMD's DX11 drivers are coded, it's kind of amazing that they run as well as they do at all.
Right now we're seeing some insane performance gains on AMD hardware, and we may end up seeing a PS4 perform on par with a GTX 770 or 780 in the future.

That's not how it works. The whole point of Vulkan (and DX12) is bringing console-style lower level access to hardware to PC. The PS4 never had to deal with AMDs shit drivers in the first place.
1070 is a good upgrade if you had a 770, 780 or a 780ti, those cards are probably hanging by a needle at this point. the fact that you made it this far with that card says something, i'm not sure what, but it says.. something.

They don't need Vulkan, they already utilize a low-level API.
Basically, they're as close to the metal as they'll be, so while a lot of AMD parts were only seeing 60-70% of their performance in OGL and DX11, the consoles have been seeing 95-100% of their performance in any game that uses PS4's GNM or XB1's DX12.

Well that's because Nvidia doesn't care about anything but what they can control, so DX11 and tesselation out the ass along with literal meme gameworks features is what they focus on.
Vulkan and DX12 will take them a few years to get a handle on because they don't put R&D into anything besides AMD crippling technologies.
