The gameplay wasn't even that good. The level design of the base sucked, and fighting infinite amounts of guards on a floating platform in the ocean was god damn annoying.

It's some of the most balanced the Metal Gear series has had. The level design's emphasis of right corridors and relatively dense enemy placement is the perfect counter to the addition of first-person aiming, but the game still manages to provide plenty of options. Enemies are actual threats.
