I liked the career mode more and the ships handle a little better. Not a big difference, but they're practically the same game either way.
Pulse is the more polished game, both visually and gameplay wise. I hope you're playing on an emulator because otherwise either of them will look like pixellated vomit on a TV.

I play wip3out on mednafen at original resolution, pixels don't scare me. That said, I'd run ppsspp at native display resolution. the psp has good enough visuals that work just fine on the big screen

Wipeout 3 looks quite good even today, the clean visual style probably helps. Not a lot of noise or grain on the textures or anything. I think it was one of the few PS1 games that ran at 640x480

Play Ballistic NG, it's practically a carbon copy. Don't think the guy has added weapons yet though, or if he's even going to. But it handles (and looks) pretty much the same as the PS1 Wipeouts

In terms of style wip3out is the absolute number one for me. Nothing else comes even close. TDR hit this one way out of the park

Pure has icy handling.
Pulse has super rigid handling.
Neither are PS1 classic hover airship handling.
Pure has a ton of (free) DLC content, singleplayer is just getting gold in every track in every mode in every speed class, with a completion checklist.
Pulse has a campaign with events arranged in a hexagonal grid. Only a few DLC, but paid.
