Dr. Boom pretty much every time, unless your curve is unbelievably heavy on the 6+ but not 5 somehow, in which case bite the bullet and pick Stalagg.
I just checked the teir spreadsheet, boom is the best card in the game at 130 points. Death wing is #2 at 120, except in parading where tirion falls between them
